NaturWell is a well-known mid-to-high-end aromatherapy brand across Europe, specializing in salon organic essential oils, luxury body essences and maternal & infant moisturizing products. Its full product line is sold at high-end organic counters of dm Germany and Swiss chain beauty retailers, with raw materials subject to six mandatory EU access standards: REACH Regulation, CLP Label Specifications, Cosmetics Regulation 1223, IFRA Edition 50, COSMOS Natural Organic Certification and CPNP Notification.
After confirming a first order of 22 tons refined L-citronellol, the domestic supplier originally selected by the client delivered products with five major compliance fatal defects: missing REACH registration, SDS inconsistent with EU GHS standards, excessive allergens, incomplete COSMOS traceability documents and insufficient CPNP raw material filing materials. The goods were ready for shipment yet unable to complete EU import customs clearance, exposing the client to risks of full-container detention, return & scrapping and delayed new product launch. The client entrusted HiSiaddi to sort out and rectify full-chain compliance issues in one stop, finally supplementing all qualifications for smooth customs clearance, and later signed an annual long-term procurement agreement of 92 tons.
The client’s initially selected domestic veteran flavor manufacturer only provided national standard test reports, lacking familiarity with refined EU access regulations. After pre-testing by third-party SGS and compliance audit by the German importer, multiple non-compliance items emerged:
1. REACH Compliance Deficiency: The citronellol grade lacked ECHA substance registration. Annual export volume exceeding 1 ton failed to meet EU mandatory import access requirements, with German customs explicitly prohibiting entry without a REACH registration number. The manufacturer only completed domestic filing with no SVHC Substance of Very High Concern screening report.
2. Non-Compliant SDS Safety Data Sheet: The manufacturer’s SDS adopted domestic GB standards, inconsistent with the 2023 updated EU CLP-GHS format, with incorrect hazard classification, exposure scenarios, first-aid clauses and storage & transportation specifications, unfit for EU import customs filing.
3. Excessive Allergens Violating IFRA Limits: Trace limonene and citronellene residues in raw materials exceeded IFRA limits for leave-on skincare products. Under new EU regulations, raw materials exceeding limits cannot be used for finished product CPSR safety assessment, making end products ineligible for supermarket shelf sales.
4. Incomplete Organic Traceability Documents: The client’s full product line carries COSMOS natural labeling, requiring full-chain traceability files covering citronella grass planting bases and extraction processing. The manufacturer failed to provide origin procurement documents and pesticide residue test reports, unable to meet supporting document requirements for organic certification.
5. Insufficient CPNP Raw Material Filing Materials: EU regulations mandate advance CPNP notification of cosmetic raw materials; missing INCI names, CAS numbers, impurity details and toxicology summaries prevented the client from completing filing on the EU cosmetic notification system.
Restricted by qualification and testing capacity, the manufacturer could not supplement full compliance documents in a short time. Full container return would incur estimated losses exceeding 32,000 EUR from air freight, detention charges and suspended semi-finished product production. The client fully authorized HiSiaddi to coordinate full compliance rectification.

1. HiSiaddi coordinated licensed EU compliance agents to access existing shared REACH registration numbers for citronellol, complete grade supplementary filing, supplement annual tonnage declaration and substance physicochemical toxicology dossiers to obtain valid ECHA registration certificates;
2. Entrust SGS to conduct full-item screening of 233 latest SVHC substances per EU standards and issue English screening COA confirming no restricted substances exceeding limits, meeting import declaration requirements.
Abandon the manufacturer’s domestic MSDS version, compile full English SDS in accordance with EU CLP (EC 1272/2008) updated GHS rules, accurately revise flash point, hazard classification, storage & transportation protection, leakage disposal and ecotoxicity data. Customize foreign trade dedicated labels for 25L stainless steel drums printed with hazard signal words, CAS numbers, hazard pictograms and importer information, complying with EU warehouse storage and cross-border transportation regulations.

Assist manufacturers in sorting citronella grass origin procurement vouchers, planting base pesticide residue inspection slips, workshop production feeding ledgers and full-process processing records, matched with third-party test reports for heavy metals and pesticide residues. The full traceability document set passed review by COSMOS certification bodies, meeting labeling requirements for the client’s natural organic raw materials.
Organize complete data including citronellol INCI name, CAS number, raw material purity, impurity parameters and toxicology abstracts, with EU compliance officers completing pre-notification of raw materials on the CPNP system to generate valid notification numbers for the client’s subsequent finished cosmetic filing.
1. After preparation of full compliance documents, goods were shipped from Shanghai Port to Hamburg Port as scheduled. German customs document review passed in one round with no detention or inspection seizure.
