    I. Customer Profile & Custom Procurement Background (Leading Mid-to-High-End Domestic Swiss Manufacturer, End Producer, Not a Trading Intermediary)

    Buyer: SWISSPACK AG (Swiss Precision Packaging Group) Headquartered in the biomedicine industrial park of Zurich, Switzerland, founded 41 years ago, it is a top sophisticated plastic manufacturer in Switzerland. Its three core premium product lines include PVC sealing gaskets for glass lids of infant complementary food, soft inner films for sterile medical infusion bags, and low-temperature cooking composite packaging films for high-end chilled meat. Its products are directly supplied to Swiss federal public hospital consumable centralized procurement, century-old local Swiss maternal and infant chains, and leading organic fresh food brands across the EU. All products comply with five stringent regulations: EU Regulation 10/2011 on food contact materials, Switzerland’s SBG domestic food safety act, Germany’s LFGB food certification, full REACH substance registration, and USP pharmaceutical excipient standards. Phthalate plasticizers are entirely banned in all product chains, and a bio-based low-carbon raw material system is implemented across the industrial chain, making it a typical high-threshold mid-to-high-end European end customer.

    For nearly a decade, the enterprise has consistently purchased exclusive modified high-grade ESBO from Arkema France, with an annual stable procurement volume of 138 tons. The original imported ESBO was a custom modified grade exclusively developed by the manufacturer, with calibrated epoxy value, volatile content, low-temperature compatibility and oil migration to perfectly match the differentiated formula systems of the customer’s three production lines. In 2025, prices of native European vegetable oils surged, major overseas manufacturers cut production capacity, cross-European logistics costs rose by 40%, the delivery cycle of the French custom grade extended to 120 days, capital occupation for raw material stocking increased sharply, and the original manufacturer could not fine-tune indicators on demand due to capacity constraints. SWISSPACK therefore launched a China-based localized substitution project for customized ESBO, planning to entrust domestic manufacturers to develop three differentiated modified special ESBO grades for food sealing gaskets, medical soft films and low-temperature cooking films respectively, with an annual customized procurement volume of 138 tons to be realized.

    Initially, the customer independently contacted three mainstream domestic ESBO manufacturers, who could only supply standard mass-produced ESBO meeting national standards (general industry indicators: epoxy value 6.0%~6.3%, platinum-cobalt color ≤120#, acid value ≤0.5mgKOH/g). All manufacturers only offered existing standardized mass-produced grades and refused targeted process customization according to the customer’s strict parameters. Even those accepting small-batch trial production only made minor adjustments to original mass production processes and failed to meet the customer’s technical thresholds for customization. After 50 days and 8 rounds of small-scale trials, all tests failed, triggering prominent mass production pain points:

    · Ordinary national standard ESBO caused oil precipitation during high-temperature cooking when used for infant bottle cap gaskets;

    · Medical infusion films turned yellow after sterilization at 121°C;

    · Low-temperature meat films cracked upon bending at -32°C.

    The customer’s R&D department determined that standard grades could not replace imported custom materials in mass production, which would lead to downstream brand returns and compensation risks for failed drug administration inspections. The Swiss Procurement Director formally entrusted HiSiaddi, its long-term cooperative foreign trade service provider, to act as the general contractor for the full customization process, taking full charge of the entire chain including customized indicator decomposition, upstream factory screening, formula and process calibration, multi-round trial iteration, EU compliance support and mass production implementation.

    II. Disaggregated Mandatory Technical Indicators for Three Exclusive Custom ESBO Grades (Distinct from Commercially Available Standard National Standard ESBO)

    Based on measured data of the original French imported raw materials, the customer split three differentiated customized parameter sets for its three production lines. All indicators are stricter than China’s national standards and general EU food-grade standards, constituting the core difficulty that domestic mass producers cannot fulfill at one time:

    Custom Grade 1: SP-FOOD ESBO for Infant Bottle Cap Sealing Gaskets

    Application Scenario: PVC sealing rings for glass jars of infant complementary food, with long-term contact with fruit juice, acidic complementary food and high-fat dairy products, and sterilization via high-temperature cooking at 125°C. Mandatory Custom Indicators:

    1. Epoxy value ≥7.1% (maximum value of commercial standard grades only reaches 6.3%), to enhance the ability of epoxy groups to capture HCl decomposed by PVC under heat and eliminate high-temperature precipitation;

    2. Acid value ≤0.22mgKOH/g (premium national standard ≤0.5mgKOH/g); low free fatty acids prevent hydrolysis and migration in acidic food environments;

    3. Thermal weight loss volatility ≤0.12% after heating at 130°C for 3 hours (standard products ≥0.25%);

    4. Specific migration of ESBO in olive oil simulation liquid ≤28mg/kg (EU Regulation 10/2011 statutory limit 60mg/kg; customer internal control standard more than twice stricter than regulations);

    5. Platinum-cobalt color ≤80# to guarantee high transparency of sealing rings.

    Custom Grade 2: SP-MED ESBO for Sterile Medical Soft Films

    Application Scenario: Soft PVC inner films for disposable medical infusion bags, subject to high-pressure steam sterilization, compliant with USP pharmaceutical excipient control, odor-free and free of trace catalyst residues. Mandatory Custom Indicators:

    1. Iodine value ≤1.8gI₂/100g (standard grade ≤3.0gI₂/100g); extremely low residual unsaturated double bonds to avoid oxidative yellowing during sterilization;

    2. Heavy metal-free formulation (lead, cadmium, arsenic, mercury <0.3ppm) with no peroxide catalyst residues;

    3. No solidification at 5°C to adapt to cold-chain medical storage in Europe;

    4. Complete LFGB + USP special toxicology testing for pharmaceutical excipients.

    Custom Grade 3: SP-LT ESBO for Ultra-Low-Temperature Cooking Food Films

    Application Scenario: Fresh meat coating films for Nordic -35°C ultra-low-temperature cold chains, withstanding both bending resistance at -35°C low temperature and high-temperature cooking at 125°C. Mandatory Custom Indicators:

    1. Directionally modified molecular chain structure; no brittle cracking after bending for 72 hours at -38°C;

    2. Epoxy value 6.7%~6.9%, balancing low-temperature plasticization and high-temperature thermal stability;

    3. Optimized compatibility with calcium-zinc stabilizers to eliminate white haze and bloom precipitation after film forming.

    Domestic conventional ESBO production lines adopt continuous standardized mass production with fixed raw soybean oil, epoxidation catalytic systems and rectification processes. Most manufacturers lack customized modification R&D capacity, either refusing custom orders or only making minor indicator adjustments that fail to meet requirements, which is the primary obstacle of the project.

    III. Step-by-Step Customization Implementation Plan of HiSiaddi: Factory Screening → Formula R&D → Small-Scale Trial Iteration → Pilot Mass Production → Compliance Support (Five Links for Full Implementation)

    HiSiaddi set up a four-person special customization team consisting of chemical formula engineers, production process specialists, EU compliance officers and import & export document handlers. Leveraging its domestic ESBO industry resource database, it screened two high-tech manufacturers with modification R&D capabilities, eliminating mass-production-oriented general capacity factories. The three exclusive grades were finalized within a full cycle of 62 days across five stages.

    Stage 1: Targeted Screening of Upstream Factories, Confirming Two Production Bases with Custom R&D Capacity

    HiSiaddi conducted on-site visits to six ESBO production parks in Shandong, Jiangsu and Anhui provinces, screening manufacturers from four dimensions: raw material traceability, epoxidation process, rectification equipment and independent R&D laboratories. Two leading medium-to-high-end modified ESBO manufacturers were finalized: Jiangsu Zhuobang New Materials and Shandong Shengyuan Biochemical. Both enterprises are equipped with independent R&D laboratories, batch customized reaction kettles and three-stage short-path molecular distillation fine purification devices, enabling flexible switching of soybean oil raw material grades, adjustment of formic acid/hydrogen peroxide catalytic ratios, and modification of epoxidation reaction temperature and negative pressure rectification parameters to deliver directional modification of special grades. The remaining four factories featured fully continuous general mass production lines unable to flexibly adjust processes and were excluded from customization cooperation.

    Stage 2: Disassemble Formula Logic by Grade and Develop Custom Process Routes Jointly with Factory R&D Departments

    HiSiaddi engineers carried original imported samples and full test reports from the Swiss customer to laboratory sites of the two manufacturers, developing differentiated synthetic schemes for the three grades separately:

    1.

    SP-FOOD Food-Grade Custom Scheme (Implemented by Jiangsu Zhuobang) Non-GMO refined first-grade soybean oil with EU traceability certification was adopted to replace ordinary industrial soybean oil. The epoxidation reaction was optimized by lowering low-temperature reaction rates and extending gradient hydrogen peroxide dripping duration to raise double bond epoxidation conversion rate and achieve epoxy value exceeding 7.1%. Two additional stages of negative pressure molecular distillation were added post-synthesis to remove free fatty acids and unreacted small-molecule oils, controlling acid value strictly below 0.22mgKOH/g. A low-temperature decolorization section was added at the final stage to stabilize platinum-cobalt color ≤78#. Impurities were eliminated from raw material sources to resolve oil precipitation during high-temperature cooking.

    2.

    3.

    SP-MED Medical-Grade Custom Scheme (Implemented by Shandong Shengyuan) Heavy-metal-free organic acid catalytic system was adopted to replace traditional heavy metal catalysts. Three rounds of precision rectification post-reaction removed trace catalyst residues, and residual unsaturated double bonds were deeply hydrogenated to reduce iodine value to 1.75gI₂/100g. Finished products were filled in a closed dust-free clean workshop to avoid secondary impurity contamination during storage and transportation, meeting USP pharmaceutical residue control standards.

    4.

    5.

    SP-LT Low-Temperature Modification Scheme (Jointly Developed with Jiangsu Zhuobang) Modified plant fatty acid components were blended into soybean oil raw materials in proportion to adjust glyceride carbon chain distribution and improve molecular side chain flexibility of ESBO. While stabilizing epoxy value at 6.8%, low-temperature weather resistance was optimized to resolve film brittle cracking at low temperatures.

    6.

    Stage 3: Four Rounds of Small-Sample Iterative Testing with Synchronized Data Benchmarking Against Swiss Laboratories

    Four rounds of small-batch sampling (5kg per trial) were conducted for each grade. HiSiaddi uniformly packed samples with factory inspection reports and shipped them to SWISSPACK’s R&D laboratory in Switzerland. The customer ran parallel trials on its own extruder with original PVC formulas and fed back defective data after each round, based on which HiSiaddi relayed parameter fine-tuning requirements to manufacturers:

    · Round 1 Samples: SP-FOOD epoxy value reached only 6.92% (below standard); minor brittle cracking remained for SP-LT at -35°C;

    · Round 2: Adjusted catalytic feeding ratios and negative pressure rectification parameters;

    · Round 3: SP-MED iodine value met standards but slight yellowing occurred after high-temperature sterilization; post-process impurity removal procedures were optimized;

    · Round 4: All physical and chemical indicators of the three grades fully matched the customer’s customized parameters. Small-scale finished products tested in Swiss laboratories showed no precipitation after cooking of sealing gaskets, transparent medical films free of yellowing post sterilization, and intact low-temperature films after bending at -38°C.

    Stage 4: 1-Ton Pilot Mass Production Verification at Factories to Simulate Industrial Continuous Production Conditions

    After laboratory sample qualification, the two manufacturers launched separate 1-ton batch pilot production runs. HiSiaddi staff stationed on-site to supervise full-process control of production temperature, feeding ratios and rectification duration. Pilot finished products were sent to SGS (EU-recognized laboratory) for testing, with simultaneous issuance of EU Regulation 10/2011 migration reports, full LFGB testing and heavy metal residue reports. Both physical-chemical and compliance indicators of pilot products passed verification, confirming stable replicability of mass production processes and eliminating risks of indicator fluctuations in later mass production.

    Stage 5: Full-Chain Customized Compliance Support to Complete Full Compliance Dossiers for Swiss Import

    Based on finished product data of customized grades, HiSiaddi compliance officers simultaneously completed full export compliance documents:

    1. Unified REACH substance tonnage registration for the three customized ESBO grades, entered into ECHA chemical database matching the customer’s annual 138-ton import volume;

    2. Supplementary special toxicology assessment reports from Swiss local laboratories as required by Switzerland’s SBG Food Act;

    3. Rewrote English MSDS chemical safety data sheets in accordance with EU GHS/CLP regulations and customized export steel drum labels to facilitate customs clearance in Switzerland and local drug administration warehouse review.

    IV. Phased Order Implementation: Small Trial Order → Industrial Production Verification → Annual 138-Ton Framework Procurement Confirmation

    Phase 1: Initial Small-Batch Trial Order of 22 Tons, Shipped Separately by Three Grades

    The customer finalized an initial trial order of 22 tons split by grade: 9 tons SP-FOOD for infant gaskets, 7 tons SP-MED for medical soft films, 6 tons SP-LT for low-temperature food films. HiSiaddi coordinated staggered production schedules at the two manufacturers, consolidated containers at Shanghai Port, with goods arriving at the Zurich factory in 40 days. After delivery, continuous 10-day non-stop mass production was carried out across the three production lines. Sampling inspection of all finished products showed that gasket cooking migration, medical film sterilization stability and low-temperature film weather resistance all matched the original French imported raw materials, with a finished product yield rate of 99.7%. One-time inspection clearance was achieved for downstream Swiss hospitals and maternal-infant brands without any quality complaints.

    Phase 2: Formal Signing of Annual 138-Ton Custom ESBO Framework Procurement Contract with Balanced Monthly Production Scheduling

    After full verification of small trials and pilot mass production, SWISSPACK formally signed an annual customized ESBO procurement contract for 138 tons, with annual volume split as follows:

    1. SP-FOOD Infant Special Grade: 62 tons per year, 5~5.2 tons monthly;

    2. SP-MED Medical Special Grade: 46 tons per year, 3.7~3.9 tons monthly;

    3. SP-LT Low-Temperature Modified Grade: 30 tons per year, 2.4~2.6 tons monthly.

    Compared with original imported materials from France Arkema, comprehensive procurement costs decreased by 32.7%, sea freight delivery cycle shortened from 120 days to 39 days, the customer’s capital occupation for raw material inventory was greatly reduced, and the core pain points of limited customized capacity and uncontrollable delivery cycles of overseas manufacturers were completely resolved.

    V. In-Depth Value-Added Cooperation Achievements Post Project Implementation

    1. Extended Customization Cooperation for New Product Lines: In 2026, SWISSPACK launched a new PVC raw material project for high-end infant teething toys and again entrusted HiSiaddi to develop a low-odor ultra-high-purity customized ESBO grade in partner factories, forming long-term collaborative R&D of new products and customized raw material trusteeship cooperation.

    2. Standardization of High-End Grades for Domestic Manufacturers: Leveraging customized parameters and measured application data from the Swiss mid-to-high-end customer, HiSiaddi assisted Jiangsu Zhuobang and Shandong Shengyuan to finalize the three customized ESBO grades as standardized high-end products exclusively for the Swiss EU market, complete full REACH, LFGB and EU Regulation 10/2011 compliance dossiers. Supported by mature customized products, HiSiaddi subsequently secured customized ESBO orders from two equivalent European food packaging enterprises in Austria and Finland.

    3. Establishment of Domestic Custom Raw Material Procurement System for Customer: Drawing on the experience of this customized project, the customer entrusted HiSiaddi with overall coordination of localized customization procurement for PVC plasticizers, stabilizers and other chemical raw materials, establishing a standardized procurement process covering "indicator customization – sample iteration – compliance support – mass delivery". HiSiaddi became the priority partner for new raw material development using Chinese customized products.

    VI. Full Project Summary

    1. Common Industry Customization Pain Points: The vast majority of domestic ESBO manufacturers focus on standardized mass production with fixed production lines, raw materials and processes, and low willingness to invest in R&D customization. Mid-to-high-end overseas food and medical customers require differentiated modified customized grades due to differentiated end-use working conditions, with customized indicators generally far stricter than national standard general products. End customers lack familiarity with domestic manufacturers’ R&D capacity distribution, and independent communication often leads to blocked customization R&D and failed sample mass production, a common challenge for European and American high-end customers seeking localized substitution.

    2. Core Customization Value of HiSiaddi Foreign Trade Service Provider: Beyond simple commodity trade, HiSiaddi acts as a technical bridge between overseas customers and domestic modification manufacturers, delivering a full closed-loop one-stop service covering customized indicator analysis, screening of qualified R&D factories, collaborative formula & process R&D, multi-round sample iteration, pilot implementation and full EU local compliance support. It bridges the two-way information gap: overseas customers lack understanding of domestic production processes, while manufacturers lack familiarity with EU regulations and end-use working conditions of overseas products, serving as a key enabler for special domestic ESBO to enter mid-to-high-end European food and medical supply chains.

    3. Procurement Logic of Mid-to-High-End European Customers: For Swiss, German and other Western European high-end manufacturers purchasing ESBO, customization compatibility, compliance completeness and mass production stability take higher priority than unit price. Reasonable premiums for customized grades are acceptable, yet indicator mismatches leading to finished product scrap are intolerable. Foreign trade service providers capable of delivering full-process technical customization and compliance support become core long-term cooperation partners for mid-to-high-end overseas customers.
