Purchaser: FILMPACK SAS, France A listed French enterprise specializing in food-grade UV flexible packaging lamination films, single-use medical consumable hardcoat films, and high-end daily chemical hose inner wall UV coatings, selling products across all 27 EU member states with downstream partners including Danone, L’Oréal, and leading European medical consumable manufacturers. Raw material access mandates full compliance with EU REACH, CLP, SVHC-SCIP notification, EU10/2011 food contact, and RoHS2.0 stringent regulations.
The client previously purchased original BASF Omnirad 819 long-term, yet initiated domestic 819 substitution due to tight production capacity at European manufacturers, cumulative price hikes of 32%, and sea freight lead times extended to 70 days. The client selected three mid-to-high-end grades from prior Case 3: Shinwell S-819, S-819-PLUS, and Jiuri 819-HF, placing an initial order of 28 tons. Although the main substance of 819 (CAS: 162881-26-7) completed REACH registration, two domestic high-end refined grades contained unfiled sub-components: modified compound S-819-PLUS and trace refined derivative residues in high-purity fiber-grade 819-HF lacked separate tonnage extension filings. French customs mandates that for compound photoinitiators, trace modified additives and refined residual components within formulations must complete supplementary attached registration filings alongside primary ingredient REACH registration; incomplete filings block customs clearance and warehousing. The two domestic manufacturers only held basic REACH certificates for general industrial-grade 819 without supplementary sub-item extension documents for high-end customized grades.
Both factories issued Chinese MSDS documents with self-translated English SDS containing incorrect hazard classifications for 819 under statutory EU GHS standards: mandatory hazard statements H317 (Skin sensitization) and H413 (Long-term hazard to aquatic life) were omitted, alongside missing precautionary statement P273 (Avoid release to the environment).
