Triggered by surging petrochemical raw material prices across Europe and America and extended delivery lead times of up to 110 days from overseas original manufacturers, the client launched a localized Chinese replacement procurement project. Domestic PPS manufacturers focus on mass production of general domestic materials with limited understanding of EU’s latest 2026 REACH regulation, SVHC candidate list, SCIP notification, GHS labeling, and EU food contact regulations. Five major compliance loopholes emerged simultaneously, directly obstructing customs declaration and overseas clearance:
The manufacturer could only provide outdated 2022 REACH self-declaration documents without full third-party testing against ECHA’s latest 249-entry SVHC candidate list, failing to prove that SVHC substance content within homogeneous materials stayed below the 0.1% control threshold. Partial processing additives in the food-grade PPS grade formula were not included in existing REACH registration inventories, violating EU substance registration access requirements and preventing the German importer from completing local importer registration filing. Since 2021, the EU has mandated SCIP system product notification for articles containing SVHC substances. The domestic manufacturer had never completed SCIP registration, and none of the three PPS grades possessed official SCIP notification numbers. Under current German regulatory policies, cargo without SCIP codes would be detained upon arrival, incurring daily warehousing and demurrage fees of thousands of euros.
The manufacturer retained obsolete 2019 MSDS documents inconsistent with the 16-section SDS preparation standard under UN GHS7.0 and EU CLP regulations, with incomplete component disclosure and incorrect hazard classification. Outer packaging only bore simple Chinese marks without EU-mandated bilingual English-German GHS safety labels, hazard pictograms, precautionary P-statements, and EU supplier contact addresses. Domestic Customs suspended customs declaration upon inspection due to non-compliant labeling.
The client’s high-purity unreinforced PPS is used for food filling equipment pipelines from Krones, requiring compliance with EU10/2011 plastic food contact material regulations. The domestic manufacturer could only provide general physical property COA without auxiliary agent traceability lists for food-grade formulations or third-party food migration test reports. The BASF downstream quality control department could not complete material access audits, rendering raw materials unusable for production even after successful customs clearance.
Customs declaration forms submitted by the manufacturer only generally labeled goods as "modified polyphenylene sulfide plastic pellets" without distinguishing three sub-grades of glass-filled, mineral-filled, and food-grade neat resin. Missing descriptions of filler proportions, modified formula summaries, and end-use scenarios for each grade failed to meet customs document review specifications, highly likely triggering customs inspection and document revision delays missing vessel schedules.

1. HiSiaddi conducted third-party on-site sampling from the full container of pending export goods, submitting separate samples of the three grades to Intertek for full screening against ECHA’s latest 249-entry SVHC list. 2. For niche processing additives without completed REACH registration in the formula, HiSiaddi coordinated additive suppliers to retrieve REACH registration dossiers and complete transmission of full supply chain registration information to fill all data required for import filing.
1. New bilingual English-German SDS safety data sheets were compiled separately for the three PPS grades in compliance with GHS7.0 and the 16-item specifications of EU CLP regulations, fully supplementing physical and chemical parameters, toxicological data, ecological hazards, storage & transportation requirements, and waste disposal sections to replace outdated invalid MSDS files. Chinese SDS documents were simultaneously issued to meet domestic customs declaration requirements.
2. 2,800 standardized GHS labels for all packaging bags were reprinted uniformly, marking product grades, CAS numbers, EU import contact addresses, compliance hazard pictograms, hazard H-statements, and precautionary P-statements. All original non-compliant outer packaging labels were replaced on-site, passing pre-inspection of Customs labeling standards.

Collaborating with customs brokers, HiSiaddi subdivided customs declaration product names by filler system and end-use scenario for the three grades: 40% glass fiber reinforced PPS (for industrial valves), glass-mineral composite modified PPS (for flowmeters), and high-purity unreinforced food-grade PPS (for food pipelines). Filler mass ratios, brief modified formula descriptions, and end-use application scenarios were precisely marked separately on customs declaration forms. Full supporting documents including factory inspection COA, certificates of origin, and complete compliance certificates were organized to pass customs pre-review in one submission, avoiding inspection risks triggered by classification discrepancies.

The 75 tons of PPS completed customs declaration and release at Shanghai Port, loading on schedule for shipment to Hamburg, Germany. Upon cargo arrival, full clearance was completed within 1 working day with complete compliance documents without detention, fines, or return shipment risks. After raw materials were put into production, all three categories of fluid fittings passed incoming material audits of BASF and Krones with stable finished product yield above 98%.
