TechKabel GmbH in Germany is a leading manufacturer of mid-to-high-end rail transit and photovoltaic inverter supporting cables in Central Europe, supplying products to Siemens and German Federal Railway DB, with an annual A172 (vinyl tris(2-methoxyethoxy)silane, CAS: 1067-53-4) procurement volume of 172 tons. It long purchased original Dow silane before. Affected by rising European raw material prices, the customer selected refined domestic A172 from two domestic silane manufacturers and finalized a first full-container order of 72 tons scheduled for shipment from Shanghai Port to Hamburg Port.
After independently contacting domestic manufacturers, four critical compliance flaws were exposed shortly before loading, with pre-inspection warnings from Hamburg Customs indicating high risks of container detention or return. Once goods were stranded at the port, high demurrage and warehousing penalties would be incurred, and the customer’s German production line would face raw material shortages and shutdowns. The customer urgently entrusted HiSiaddi to fully handle rectification of all compliance items. Four core compliance pain points are listed below:
1. Missing REACH regulatory documentation: Suppliers had no EU Only Representative (OR), the product lacked REACH pre-registration dossiers, no SVHC Substance of Very High Concern screening was conducted, and there were no product filing records in the ECHA database, preventing EU importers from completing SCIP notifications;
2. Non-compliant SDS and CLP labels: Manufacturers only provided Chinese national standard MSDS without bilingual German-English 16-chapter SDS complying with EU GHS specifications, missing CLP classification and 16-digit UFI toxicological notification codes. Drum labels only contained Chinese markings, failing to meet Germany’s local chemical labeling regulations;
3. Missing domestic export hazardous chemical inspection and dangerous goods packaging documentation: A172 falls under flammable liquids regulated as hazardous chemicals. Manufacturers failed to obtain export hazardous goods classification identification and dangerous goods packaging use certificates, and misclassified HS codes for customs declaration (declaring general chemical codes instead of the dedicated silane code 2931900090), making it impossible to pass commodity inspection at Shanghai Port for export release;
4. Hidden compliance risks from impurity control: Original COA quality inspection certificates did not disclose trace by-product components. EU regulations require full component disclosure, and trace residual additives in products were suspected of touching restricted substances under REACH Annex XVII, granting Hamburg Customs authority to detain full containers after sampling inspection.
The two domestic manufacturers only undertook production and supply without EU compliance specialists or expertise in European and American chemical regulations, only able to cooperate with raw material testing and unable to independently complete regulatory registration and document rectification. Complete full-chain REACH compliance (core for EU market access) (1) HiSiaddi coordinated EU certified compliance institutions to appoint a local German compliance company as the REACH Only Representative (OR) for the product. Based on the customer’s annual procurement volume of 172 tons, it completed REACH tonnage pre-registration for A172, perfected full registration dossiers covering product physical and chemical properties, toxicology and exposure scenarios, and entered records into the official ECHA database; (2) Cooperated with a CNAS third-party laboratory to conduct full-component testing of finished products, screening 253 SVHC high-concern substances and issuing compliant screening reports confirming all SVHC components in products were below 0.1%, assisting the German importer to complete online SCIP database notification and obtain official ECHA acknowledgment documents; (3) Targeting restricted substances under REACH Annex XVII, trace residual alcohol by-products in raw materials were identified, and manufacturers were coordinated to fine-tune rectification processes to reduce restricted residual components below regulatory limits, updating new versions of COA inspection certificates.

Revised compliant bilingual SDS + CLP compliant labels (1) Compliance engineers re-compiled German-English dual-language 16-chapter SDS in accordance with REACH Annex II and CLP regulations, supplementing UFI codes, toxicological center notification information, ecotoxicity data and EU storage and transportation specifications, synchronously correcting product GHS hazard classification markings to replace the original non-compliant Chinese MSDS; (2) Uniformly replaced all 288 plastic barrel outer packaging labels: barrel bodies printed German-English bilingual warning signs, hazard pictograms, manufacturer information, EU OR contact details, UFI codes and safety protection prompts, fully matching regulatory requirements of German industrial and commercial authorities.

Rectification of domestic export customs declaration, hazardous chemical inspection and dangerous goods packaging compliance (1) HiSiaddi corrected the customs declaration HS code to 2931900090 (special organic silicon silane code), sorted commercial invoices, packing lists and certificates of origin, marking CAS number 1067-53-4, purity and hazard classification on all documents; (2) Delivered samples to maritime certification laboratories to issue ocean dangerous goods classification identification reports, assisted manufacturers in expediting the application for export dangerous goods packaging use identification certificates (dangerous goods packaging certificates), supplemented domestic hazardous chemical export filing documents, smoothly passed export commodity inspection review at Shanghai Customs and obtained commodity inspection release orders; (3) Reinforced outer packaging of goods in compliance with IMDG international maritime dangerous goods code standards, optimized barrel mouth sealing to prevent leakage and meet inspection standards for ocean-going dangerous goods loading.

Establish long-term supply chain compliance filing system HiSiaddi created a special compliance file for A172 for the customer: each batch of products is accompanied by new COA, SVHC reports, bilingual SDS and REACH filing receipts.
