3. Misclassified Maritime Hazardous Goods Declaration: The factory incorrectly classified this product as general goods for declaration. Vinyl tributanone oxime silane is actually Class 3 flammable liquid under UN1993, without hazardous goods packaging certificates or maritime dangerous goods declaration forms. Customs pre-review directly rejected customs declaration documents, detaining the full container at Shanghai Waigaoqiao Port with daily storage and container detention fees exceeding 1,200 Euros.
4. Blank German Local Access Documents: Missing German TRGS occupational exposure limit statements and third-party toxicology test reports for power battery raw materials. Even if goods were successfully shipped, German customs would most likely detain and return the full container upon arrival inspection.
The manufacturing factory could only cooperate in providing factory exit COA, lacking capabilities in EU compliance compilation, hazardous goods declaration and overseas regulation docking, making it unable to rectify the full set of documents. Only 18 days remained before the customer’s factory production stocking deadline; failure to deliver goods on schedule would trigger production shutdown and default compensation fines exceeding 120,000 Euros to vehicle OEMs. The customer immediately terminated separate contact with the original manufacturer and fully entrusted HiSiaddi to undertake full-process services including comprehensive compliance rectification, document replacement and customs clearance shipment.
HiSiaddi’s dual compliance and technical teams launched work simultaneously, cooperating with domestic CNAS testing laboratories, EU certified compliance institutions, Shanghai hazardous goods customs brokers and local German compliance firms to close-loop rectification in four major modules, completing all compliance documents within 15 days:
1. Based on full physical and chemical data of products and impurity test reports, recompile 16-chapter German SDS complying with REACH Annex II (EU 2020/878) latest specifications, fully supplementing component composition, toxicology, ecotoxicity and EU regulation information, clearly marking main components of vinyl tributanone oxime silane, residual free butanone oxime and trace by-product content, and disclosing SVHC candidate substance screening results item by item (full-component SVHC ＜0.05%, far below the EU 0.1% control red line).
2. The 42 tons of raw materials were delivered to the customer’s factory on time, ensuring uninterrupted production of new energy sealing adhesive production lines and avoiding default compensation to vehicle OEMs.
2.
