TBHQ (E319) serves as the core oil antioxidant raw material with a stable annual procurement volume of 42 tons, previously sourced long-term from refined TBHQ manufacturers in Germany.
Driven by shrinking domestic chemical production capacity in Europe, continuous raw material price surges of 35% and extended original manufacturer delivery cycles exceeding 60 days, the client launched a localization substitution project for Chinese raw materials. Domestic original manufacturers only issued Chinese national-standard quality inspection certificates compliant with GB2760, covering basic indicators including main content and melting point yet missing four mandatory limit data items controlled by the EU: free monomer hydroquinone, by-product DTBHQ, heavy metals lead/arsenic/cadmium and residual solvent tert-butanol. No bilingual English COA was provided, and German customs does not recognize domestic national-standard test reports, unable to judge whether products meet E319 additive access limits. The client’s original formula planned to compound TBHQ with BHT and propyl gallate. EU import food additive regulations require overseas supplier filing for production enterprises, and missing corresponding qualifications prevent completion of German food and drug administration enterprise filing, blocking regular large-batch import of subsequent goods.
