It has specialized in the modified production of high-end optical PC, medical-grade transparent plastics and precision lens substrates for 26 years, supplying Swiss precision optical instrument manufacturers, European medical consumable factories and high-end spectacle lens producers. All full product lines comply with four market access standards: REACH, CLP, Swiss OChem chemical regulations and EU 10/2011 food contact plastics. The stable annual UV329 procurement volume is 38 tons, with long-term original procurement of BASF TINUVIN329. It represents an ultra-stringent mid-to-high-end end factory with rigorous compliance control requirements.
Affected by European chemical raw material price hikes and extended BASF delivery lead times, the client screened samples in advance and finalized UV329 from two major domestic manufacturers (Rianlon refined grade and Tiangang ultrafine grade). 1. REACH Compliance Gap: Missing EU local Only Representative (OR) filing entity UV329 is listed in the 30th batch of EU Substances of Very High Concern (SVHC). EU regulations mandate an EU local OR filing agent for chemical imports, with ECHA information filing required for annual import volume exceeding 1 ton. The two domestic manufacturers only completed domestic production filing without EU OR registered entities, making submission of import declarations to ECHA impossible and failing to meet mandatory EU chemical import regulations.

Non-compliant SVHC Control: Original factory only issued general test reports without batch-specific SVHC screening New ECHA regulations require each batch of UV329 to be accompanied by full measured SVHC test reports specific to the batch, marking the content of SVHC impurities within products.
